LIKE MANY COLORADO COMMUNITIES, the small village of Glen Valley was devastated by flooding last fall, but its road to recovery was made even harder because the unincorporated town is ineligible for federal aid to rebuild infrastructure — which leaves it vulnerable as the spring melt brings a new threat.
