Bemidji Township will not be allowed to leave the decade-old Joint Powers or Orderly Annexation Agreements, David Meyes, the court-appointed arbitrator ruled yesterday.

Bemidji Township had sued to leave the agreements in 2012, claiming that the City had broken the Annexation agreement. The Township and City had signed a Mediated Settlement earlier this summer that would have released the Township from the two agreements. But Northern Township, the other party in those agreements, voted against the deal.

Meyers ruled yesterday that all three parties must agree to any alterations to the agreements.

In an email, Bemidji City Manager John Chattin wrote, “Althrough there were a few minor points that the City will have to comply with, the core issue of whethere or not Bemidji Township could get out of the OAA and the JPA has been decided.”
